County Clerk Mary Finegan Announces Re-election Bid, Highlighting Major Modernization and Service Improvements

UTICA, NY – Oneida County Clerk Mary Finegan today announced that she will seek re-election in 2026, pledging to continue delivering efficient, transparent, and taxpayer-focused services for the residents of Oneida County. Finegan, who has served as County Clerk since January 2023, emphasized the significant progress made during her first three years in office, driven by her commitment to modernization, customer service, and responsible government.

“Together, we have strengthened county operations, expanded access to services, and delivered improvements that reflect our shared values of integrity, accountability, and fiscal responsibility. I am eager to build on this progress in my next term.”

Major Accomplishments in First Three Years

  • Modernized county services through digitization of land records, expanded online access to services, and installation of bilingual Qmatic kiosks in Utica and Rome.
  • Streamlined customer service operations to reduce wait times and improve the service experience.
  • Restored transparency by reclaiming the Records Manager role.
  • Rebuilt a strong public-service workforce by filling vacancies in the Clerk’s Office and DMV.
  • Managed a $4 million annual budget with fiscal responsibility and efficiency.

If re-elected, Finegan plans to further expand online services, strengthen records preservation, enhance public accessibility, and continue modernizing county operations.

Mary Finegan has devoted 19 years to public service in Oneida County. Prior to becoming County Clerk, she served as Whitestown Town Clerk for 16 years. She is an active member of the New York State Association of County Clerks and the New York Association of Local Government Records Officers.
